Subject: Environmental Notification Form- Caesars Resort at Suffolk Downs

Dear Secretary Sullivan:

On behalf of Sterling Suffolk Racecourse, LLC, enclosed please find the Environmental Notifications Form (ENF) for Caesars Resort at Suffolk Downs, a destination resort casino proposed at the Suffolk Downs racetrack in Boston and Revere, Massachusetts.

We are initiating the MEPA review process through the filing of this ENF as part of our effort to advance the state and local permitting process for the Caesars Resort at Suffolk Downs, so that we may proceed expeditiously with construction of the project should we be fortunate enough to be awarded a gaming license.

Please notice the ENF in the Environmental Monitor to be published on February 6, 2013. The Public Comment period will extend through February 26, 2013, and the Certificate will issue on March 8, 2013.

We remain committed to an open and participatory public review process for the project. By copy of this letter, I am advising recipients of the ENF that written comments may be filed during the comment period, sent to the address above.

Copies of the ENF may be obtained from Epsilon Associates at (978) 897-7100, or via e-mail at

Thank you for your attention to this matter.
